Council Revokes 3 Massage Licenses Connected to Prostitution Sting

Yinyin Massage and Hopkins Asian Massage will no longer be able to do business in Hopkins. Yazhi Xiao will no longer be able to work in the city as a masseuse.

The Hopkins City Council on Tuesday permanently revoked the massage licenses for two businesses accused of permitting prostitution and a masseuse accused of engaging in prostitution. In testimony nearly identical to the charging documents’ version of events, Police Chief Reynolds told council members how residents tipped off officers that prostitution was occurring, investigators saw prostitution reviews on websites and police conducted an undercover sting May 1.   Yinyin Massage The owners of both massage businesses denied that they allowed prostitution to take place. How Will Tuesday’s Prostitution Hearings Work?

The City Council will consider the revocation of three massage licenses because of suspected prostitution.

Tuesday will mark the first time Hopkins has considered the revocation of a massage parlor license—a license the council just created at the end of last year. The hearing will actually be three separate hearings resulting from the May 1 sting on two Hopkins massage parlors. The council will consider: Prosecutors actually charged two individual masseuses with prostitution. However, the Yinyin masseuse, Gui Hua Yang, did not have a license to be a masseuse. That will be an aggravating factor in the hearing on Yinyin’s license. The city could charge Yang with operating without a license but declined to do so since she has already been charged with prostitution in a public place. Hearing Planned for Two Massage Parlors Suspected in Prostitution Case

Hopkins Asian Massage and Yinyin Massage will have their licenses temporarily suspended until the June 5 license sanction proceedings.

Hopkins massage parlors that were the targets of undercover prostitution stings last week should have a hearing on possible license penalties June 5, City Manager Mike Mornson said. Mornson expects to send letters to the businesses this week informing them that their licenses are temporarily suspended until the June 5 hearing. Council members will then consider further sanctions, including a continued suspension or license revocation. Police arrested masseuses at Hopkins Asian Massage and Yinyin Massage on May 1 after an anonymous letter accused the businesses of allowing prostitution to take place on their properties. Undercover Sting Targets Two Hopkins Massage Parlors

Officers arrested two masseuses on suspicion of prostitution. They have been charged with gross misdemeanors.

Police arrested masseuses at two different massage parlors Tuesday after receiving an anonymous letter accusing the establishments of allowing prostitution on the premises, Hopkins Police announced Thursday afternoon. The arrests follow a separate prostitution arrest in August at Hopkins Asian Massage that resulted in a new ordinance requiring licenses for most massage business. The investigation began in March when the department got a letter that stated websites claimed prostitution was taking place at Hopkins Asian Massage at 1209 Mainstreet and Yinyin Massage at 901 First St. N., according to charging documents written by Police Sgt. Michael Glassberg. Police examining the sites found customer reviews claiming the businesses offered …

Hopkins Woman Arrested on Drug, Prostitution Warrant

A Hopkins woman with a history of missing court hearings has been arrested on a warrant charging her with cocaine possession and prostitution in Burnsville. Sharon Marie Knutson, 56, was charged in September 2010 with felony fifth-degree drug possession, which carries a maximum penalty of 10 years in prison and a $20,000 fine.  She is also charged with engaging in prostitution, a gross misdemeanor with a maximum penalty of a year in jail and a $3,000 fine; a misdemeanor charge of prostitution, which has a maximum penalty of 90 days in jail and a $1,000 fine; and possession of drug paraphernalia, a petty misdemeanor with a maximum penalty of a $300 fine. Hopkins Staff Bring Massage License Plan Before Council

Some council members expect businesses to oppose the new license.

Hopkins is taking the next steps toward a new massage parlor license even as some council members predict resistance from the affected businesses. The city currently licenses individual masseuses, not entire businesses. Staff proposed a new business license when Hopkins Asian Massage quickly reopened after one of its masseuses was charged with prostitution. Under the proposed ordinance, most businesses offering massage services would have to obtain the new license and go through a background check. No business would be grandfathered in, although massage therapists working under licensed medical professionals would not need to have the business license.
