Notification laws and numerous, aborted attempts to move into the community mean police can’t alert the public until they confirm a predatory offender’s move.
Level III predatory offender Kenneth Edward Dean moved into Hopkins on Aug. 13. That’s the same day neighbors learned he was in the community, living right next to them. Although police found out Dean was considering Hopkins earlier in the month, a combination of logistics challenges and laws prevented officials from informing the public until Dean was actually in the community. Neighbors nearly always have some concern upon learning about the arrival of a Level III predatory offender, the highest risk level. But residents say the late notice makes a worrisome situation worse. “You’re going to get public-wide panic when you hear Level III sex offender. At a community meeting Thursday, neighbors said they are concerned about the risks posed by Level III sex offender Kenneth Edward Dean.
Andrea Widmark lives four houses away on Jackson Avenue from a newly arrived sex offender. Widmark and her husband have three daughters, ages 13, 11 and 4. She said there are a lot of mothers on the street and notes the offender, 25-year-old Kenneth Edward Dean, has additional convictions for burglary, underage drinking and other crimes. To say the least, Widmark was not thrilled to learn about her new neighbor. “We are all targets. Our kids are targets,” she warned others at Thursday’s predatory offender notification meeting. Widmark’s remarks echoed the comments of other residents, who worry about the risk Dean poses to women and children. Kenneth Edward Dean, who was convicted of first-degree criminal sexual conduct, is moving to Jackson Avenue North.
A registered sex offender is moving to Hopkins this week, Hopkins Police announced Monday. Kenneth Edward Dean, 25, will be living in the 300 block of Jackson Avenue North. In 2008, Dean was convicted of first-degree criminal sexual conduct, a felony for which he was sentenced to 90 months in prison, according to court records. Hopkins police will host a community notification meeting at 5 p.m. Thursday at Gethsemane Lutheran Church (715 Minnetonka Mills Road). Patch could not immediately determine how much of his sentence Dean served or where the offense took place. Dean sexually assaulted a woman who did not know him, according to police. I don't live in Hopkins, but rather a nice middle classed neighborhood in Minneapolis. The city has moved sex offenders into our neighborhood on five separate occasions prompting the question, "Why has our neighborhood become sex offender central?"
