Hopkins Domestic Partner Registry Rarely Used

Although only four couples have used the registry, the Hopkins grad who pushed for the ordinance says it still has important symbolic value.

Gay marriage supporters are fighting hard against a proposed amendment that would enshrine the current heterosexual-only definition of marriage into the state constitution. But few couples have taken advantage of the option that’s already available in Hopkins: a domestic partner registry approved Sept. 27, 2011. Just four couples had used the city’s registry for unmarried couples, City Clerk Kris Luedke told Patch Wednesday. Two of those couples were heterosexual, and two were homosexual. Hopkins grad Peter Boisclair—now a student at Northland College, in Ashland, WI—first proposed the registry in July 2011. Hopkins Couple Finds Security in Domestic Partner Registry

Alida Winternheimer and Scott Stillman were the first couple to sign up for the new domestic partner registry.

Alida Winternheimer and Scott Stillman didn’t want to be vulnerable. And so right after Hopkins’ new domestic partner registry took effect Oct. 7, Winternheimer and Stillman went down to City Hall and became the first couple to join the new registry. There’s a Judith Butler essay Winternheimer teaches in her freshman English class that talks about vulnerability. People exist in relation to other people, Butler writes. Individuals on their own have no social or political power. Minority groups have a little more power. And majority groups have the most power. Winternheimer and Stillman weren’t alone. They’d dated three years, have three children and just moved in together. But in the eyes of the law, they were still individuals. Single. …

Hopkins Passes Franchise Fees, Social Host Ordinance and Domestic Partner Registry

City Council gave the ordinances swift approval Tuesday.

Three much-discussed ordinances gained final passage with barely a whisper at Tuesday’s council meeting. Council members granted approval for higher utility franchise fees and a new underage drinking ordinance as part of the consent agenda—a bloc of items, typically not expected to be controversial, that the council votes on en masse. They then gave swift approval to a domestic partner registry after brief comments from a representative of OutFront Minnesota.   Under the new ordinance, franchise fees will increase by about 68 percent—growing from $1 to $1.70 per month for residential customers. Hopkins Grad Pushes City For Domestic Partner Registry

Peter Boisclair came out as gay during his freshman year at Northland College, in Ashland, WI, and he’s focused his advocacy efforts on LGBT issues ever since. Last Tuesday, he urged the Hopkins City Council to adopt a domestic partner registry that would allow unmarried couples to certify their relationships with the city. “Hopkins has a spirit of community and standing up for people’s rights in the past,” Boisclair said. “(This ordinance) is a huge stand for support for civil rights in Hopkins.” Minneapolis became the first city in the state to pass a domestic partnership ordinance in 1991, but the idea saw little support elsewhere in the state for nearly two decades.
