Police: Hopkins Road Rage Suspect Threatened Father, Daughter with Gun In Plymouth

Royal Jay Toney, 41, faces two counts of second-degree assault.

Plymouth Police accuse a 41-year-old Hopkins man of pointing a handgun at a man and his 12-year-old daughter during a road rage incident Dec. 6, according to court documents.

At 12:35 p.m., an unidentified man told Brooklyn Park police, who first responded to the scene, that he had been driving north on Highway 169 with his daughter when a white Volvo in front of him slammed on its brakes, Plymouth Police Officer John Sigfrinius wrote in the charging documents.

As the alleged victim accelerated past the Volvo, he looked over and saw a man pointing a handgun at him and his daughter.

Police later identified the suspect as Royal Jay Toney.

The unidentified man braked and called 911 than tried to follow the suspect vehicle, which reached speeds as high as 90 mph. The Volvo tried to exit Highway 169—but hit a traffic sign and swerved back to Highway 169 and pulled over near the exit ramp at Highway 169 and 85th Avenue, according to court documents.

Officers located Toney, who told police when asked that he had a gun in his vehicle. They found a .40-caliber CalTech that matched the witness’ description of the weapon in the vehicle’s center console. The gun had a round in the chamber.

Toney does not have a permit to carry the handgun in Minnesota.

Prosecutors have charged Toney with two counts of second-degree assault—which carries a penalty of up to seven years in prison and a $14,000 fine.

Toney was released from jail Dec. 9 on $100,000 bail. He’s scheduled to appear in court Jan. 20.
