Police Arrest Predatory Offender While Checking on Misdemeanor Warrant

A misdemeanor warrant on a woman led police to arrest a convicted predatory offender she had a protection order against.

The woman came to the attention of Police Sgt. Michael Glassberg when he stopped by the 11th Avenue Holiday service station at about 4:30 p.m. Tuesday to make a purchase, Detective Stacy Lakotas wrote in a criminal complaint filed Thursday.

As he entered the store, Glassberg noticed a woman in a car surrounded by several men and thought the men appeared to be looking around suspiciously. He entered the vehicle’s license plate into the state database and learned that the woman inside had an active misdemeanor warrant for her arrest.

He walked up to the vehicle, announced that he was investigating a possible warrant and identified the woman as the person with a warrant for her arrest, according to the court document.

While talking with the group, he also identified one of the men as 45-year-old Cosme Jose Zamora, of St. Paul. Glassberg received information at the time that Zamora had a court order barring him from having any contact with the woman wanted on the misdemeanor warrant.

The criminal complaint notes Zamora appeared to be under the influence of narcotics because he was “very fidgety, moving quickly and talking quickly.”

Officers arrested the woman on her warrant and arrested Zamora on suspicion of the court-order violation.

Zamora admitted that he’d arranged to give the woman money and that he knew there was a court order prohibiting him from contacting her, according to the court documents.

He has at least two prior domestic abuse-related convictions within the past three months: domestic assault and violation of a domestic abuse no contact order on Nov. 6.

According to court record, his criminal record also includes the following convictions:

• Misdemeanor theft out of Wright County on Oct. 9, 2006,
• Felony third-degree drug conviction out of Ramsey County on June 24, 2005,
• Failure to register as a predatory offender on July 22, 2003 and
• Third-degree criminal sexual conduct out of Ramsey County on Jan. 18, 1994.

Zamora has been charged with violation of a domestic abuse no contact order—a felony that carries a sentene of 30 days to five years in prison and/or a $10,000 fine.

He’s being held in Hennepin County jail on $60,000 bond and is scheduled to appear in court at 1:30 p.m. Friday.
