Hopkins Man, Golden Valley Woman Charged with Felony Drug Sales

Police say Jerald Paul Delaney, of Hopkins, and Kathryn Ann Huelskamp, of Golden Valley, received a package containing almost 5 pounds of marijuana last week.

A Hopkins man and a Golden Valley woman are facing felony drug charges after police say they conspired to take delivery of a package containing almost 5 pounds of marijuana last week.

Jerald Paul Delaney, 58, of Hopkins, and Kathryn Ann Huelskamp, 50, are each charged with fifth-degree drug sales, a felony with a maximum penalty of five years in prison and a $20,000 fine.

According to the criminal complaints, compiled by Golden Valley Police Officer David Larson, a confidential informant told detectives on April 11 that a package of marijuana was going to be delivered to an apartment complex on Circle Down in Golden Valley, addressed to Delaney, whom the informant knew as “Bambo.”

U.S. postal inspectors located the package and obtained a search warrant for it, determining that it contained 4.96 pounds of marijuana, according to the complaints. The package was addressed to “Greg Fuller” at the Circle Down address, and investigators learned that the plan was for the apartment complex caretaker to accept delivery, the complaints say.

Police set up surveillance at the apartment complex and saw Delaney’s car in the parking lot. They watched Delaney leave the address with Huelskamp, who dropped off Delaney at an address in the 100 block of 12th Avenue South in Hopkins, according to the complaints.

Police later made a “controlled delivery” of the package to the Circle Down address, and it was signed for by the complex’s caretaker. Police continued to watch Huelskamp, following her as she drove from Hopkins back to Golden Valley.

Huelskamp pulled into the parking lot of the apartment complex, and the caretaker walked out of the building carrying the package, putting it in the back of Huelskamp’s car, the complaints charge.

Huelskamp then returned to the Hopkins address and carried the package up to Delaney’s apartment, according to the complaints.

Police obtained a search warrant for the apartment, where they found Delaney, Huelskamp and an unnamed person. During a search, officers found the package containing the marijuana. The box had been opened and one of the bags inside opened, according to the complaints.

Delaney’s criminal record includes a felony-level drug conviction.

Both Delaney and Huelskamp are free on separate $3,000 bonds. Ominbus hearings in their cases are scheduled May 11 in Hennepin County District Court.
